			<content:encoded><![CDATA[<p>Seven Indian sailors, held captive by Somali pirates for nearly four months, were freed Monday following intense diplomatic negotiations.</p>
<p>The Indian men were among 18 crew members aboard the Italian-flag Enrico Ievoli, a chemical tanker captured by pirates Dec. 27, 2011, off the coast of Oman.</p>
<p>“The vessel is presently proceeding toward a safe port where the crew would disembark and be repatriated to their respective countries,” the Indian Shipping Ministry said.</p>
<p>The 2000-built Enrico Ievoli’s crew included six Italian and five Ukranian nationals, who were also released.</p>
<p>“The case of the Enrico Ievoli has been the focus of months of diplomacy with the Somali authorities, from which Italy urged a priority commitment to the safety of the Italian nationals concerned,” the Italian Foreign Ministry said in a statement.</p>
<p>The tanker had been on its way from Iran to Turkey with a cargo of caustic soda when the attack took place approximately 215 nautical miles northeast of Salalah. The ship is owned by Naples-based Marnavi SpA.</p>
<p>Officials did not give any other details about the ship&#8217;s release, including whether a ransom was paid.</p>

<p>Not only that, Somali-based pirates blog and are on Facebook, security experts say. And it is through social media that shipping companies are increasing their understanding of how they operate.</p>
<p>&#8220;Somalia is a very sophisticated economy, it has one of the best mobile phone communication systems in the world,&#8221; said Jessica Lincoln, director of intelligence at Rubicon Resolution, a risk consultancy.</p>
<p>Lincoln follows pirates&#8217; activities using what she describes as &#8220;normal&#8221; web tools. She gathers whatever individuals and organizations like al-Qaeda&#8217;s Somali affiliate Al-Shabaab post online about attacks. The insurgent organization runs a Twitter account</p>

			<content:encoded><![CDATA[<p>MANILA, Philippines — Labor and Employment Secretary Rosalinda Dimapilis-Baldoz announced that the Maritime Training Council (MTC), an attached agency of the Department of Labor and Employment, has already developed and revised a number of maritime training courses as part of the requirements of the STCW 2010 Manila Amendments.</p>
<p>“The MTC, in cooperation with its member agencies and private maritime organizations, has already developed seven (7) out of the eleven (11) new courses that need to be developed under the Manila Amendments,” Baldoz said.</p>
<p>Among the newly developed courses include Able Deck, Able Engine, Security Awareness Training, Security Training for Seafarers with Designated Security Duties, Advanced Training for Oil Tanker Cargo Operations, Basic Training for Oil and Chemical Tanker Cargo Operations and Electro-Technical Officer. These courses shall be pilot-tested for refinement and will then be submitted for the Council’s approval by the first quarter of this year.</p>
<p>Moreover, Baldoz said the course syllabus for Operational Use of Electronic Chart Display (ECDIS), Management Level Course for Deck and Engine Officers, Personal Safety and Social Responsibility, Training in Passenger Safety, Cargo Safety and Hull Integrity and degree courses for Bachelor of Science in Marine Transportation and Marine Engineering (BSMT and BSMarE) have been finalized and will likewise be submitted for the Council’s approval in the first quarter.</p>

<p>New contracts worth $11 billion may be signed in 2012, a decline from $14.3 billion of orders received this year, Seoul- based Daewoo Shipbuilding said in an e-mailed statement today. Demand for offshore products, such as drill ships, may make up about 70 percent of the orders next year, it said.</p>
<p>Orders for new vessels may slow as falling rates from excessive capacity have caused shipping lines, including China Cosco Holdings Co. and Neptune Orient Lines Ltd., to report losses this year. To offset that, South Korean shipbuilders are focusing more on offshore units, whose demand may rise next year as oil reserves at existing fields run out.</p>

<p>Anil Devli of the Indian National Shipowners Organization says  increased insurance costs, longer routes, armed guards posted on board  ships and ransoms paid to get hijacked vessels and crew released are  pushing up costs for the global shipping industry.</p>

			<content:encoded><![CDATA[<p>The 22 crew members of the Merchant Vessel Suez &#8211; including four Pakistanis – who were released by Somali pirates have boarded PNS Zulfiqar for the remainder of their trip back home.</p>
<p>PNS Zulfiqar anchored temporarily in the Gulf of Aden due to high tide in the ocean. It was scheduled to continue its journey back once the ocean settles. The ship is expected to dock on Thursday.</p>
<p>The MV Suez sank into the sea after it encountered technical problems due to strong winds and rough seas on its way to the Salalah port in Oman. The tugboat towing the ship also broke down Monday night. However, the sailors were rescued before their ship could sink and were shifted on board the PNS Zulfiqar, which was dispatched by the Pakistan Navy to ferry the sailors back.</p>

			<content:encoded><![CDATA[<p>The Mexican Navy is searching the waters off Mexico&#8217;s Pacific coast for a crew member who has gone missing from a Disney cruise ship.</p>
<p>Disney spokeswoman Christi Erwin Donnan tells USA TODAY the unnamed crew member, who works aboard the 1,754-passenger Disney Wonder, failed to report for duty on Tuesday as the ship was at sea heading to Puerto Vallarta from its home port of Los Angeles.</p>

			<content:encoded><![CDATA[<p>German shipping companies are avoiding Tokyo Bay area ports due to radiation fears and Japan could face severe supply chain bottlenecks as vessels get diverted, ship industry officials said on Thursday.</p>
<p>Any logistical setbacks could mean major delays and seaborne congestion at Japan&#8217;s terminals including Tokyo, hindering recovery efforts in the wake of the March 11 earthquake.</p>
<p>&#8220;The last thing Japan needs right now is for people to abandon them,&#8221; said Tim Wickmann, chief executive of MCC Transport a unit of Danish oil and shipping group A.P. Moller-Maersk.</p>
